Engineering Technician, Projects Support for PWD Rota, Spain: Job Summary : BB&E Is looking for a Engineering Technician for Naval Facilities Engineering Command, Europe Africa Central, Public Works Department in Rota, Spain. The Engineering Technician would support NAVFACSYSCOM. The ET will make recommendations to the Government regarding the acceptability of the work performed.

Essential Job Duties and Responsibilities : Engineering Technician services required include, but are not limited to:

  • Make regular visits to project sites to review construction work is in compliance with the contract including the design, UFCs, and safety requirements.
  • Attend meetings including but not limited to post-award kickoff meetings and pre[1]construction conferences.
  • Must have a government representative at all meetings with contractors. If no government representative is in attendance, the meeting must adjourn and be rescheduled.
  • Review and comment on contractor’s Quality Control Plan and safety/accident prevention plans.
  • Review and comment on constructability reviews
  • Administer the Construction Quality Management Program as required in the construction contract specifications.
  • Review construction contractor compliance with safety requirements and make recommendations for corrective actions.
  • Review construction contractor’s daily reports for thoroughness and for any discrepancies. Provide reviewed copy of reports and proposed corrections to Construction Manager.
  • Monitor ongoing construction to check construction contractor progress and verify compliance with plans and specifications and safety requirements.
  • Identify issues that may result in changes to contract value or duration to the Government construction manager and Contract Specialist. Provide potential corrective scopes and cost estimates for modification(s).
  • Monitor the construction contractor’s material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.
  • Assist with scheduling required outages to avoid work stoppages for contactor, Clients and Public Works operations.
  • Monitor the closeout process including punch list preparation and completion, testing and startup of major systems, and final acceptance. Make recommendations for corrections.
  • Monitor construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as[1]built drawings is turned over at the close of the contract. Make reports of any updates that are not completed timely and make recommendations for corrections.
  • Verify that the construction contractor provides a complete set of Operation and Maintenance Support Information (OMSI) Manuals and conducts any user training for equipment installed on the project as required by the construction contract. Make recommendations for corrections

Job Qualifications and Skills : It is expected that the minimum education and professional experience requirements have been met, as listed below.

Experience :

  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or U.S. Army Corps of Engineers (ACOE) projects
  • OR 10 years of verified foreman experience in one or more of following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects. Residential experience does not qualify.

Education :

  • High School Diploma

Physical Requirements :

  • Lifting/carrying up to 50 lbs.

  • Ability to sit/stand for extended periods of time.

  • Working conditions:

  • Ability to work both indoor/outdoor (with exposure to the elements)

  • Ability to walk/climb/knee/crouch and reach

  • Ability to work on rough terrain when necessary

  • Exposure to hazards/contaminants at times

  • Ability to work in confined spaces and/or heights

  • Ability to wear the required PPE.

Personnel are expected to perform at a pace no more than 40 work hours per week, unless there is an official United States holiday listed in 8A during the week. As support is not normally required during official holidays, the required level of support is reduced by 8 hours for each holiday.
